Jose Ramon Gomez Guerrero
Senior Energy Specialist, Inter-American Development Bank

Mr. Jose Ramón Gómez is a Senior Energy Specialist at the Inter-American Development Bank. His areas of expertise are renewable energy and energy efficiency, electricity integration and sustainable access; and power generation and transmission. Among many other activities, he has been since 2010 the IDB leader of the energy programs in Colombia and Panama. Since 2008, he led the energy program in Argentina, Nicaragua, Haiti and Honduras. During his career at the IDB Mr. Gomez worked in Costa Rica, Jamaica, Guatemala, Guyana, Peru, Suriname, and led the outreach and partnership activities of the energy division, which included the identification and development of funds to finance several programs, such as the Programa Nacional de Electrificación Sostenible y Energía Renovable, a 10 donor financed program (U$420 million). Previously to joining the IDB in 2005, he worked in the World Bank Group (IBRD) for the Environmentally & Socially Sustainable Development Division – Latin America & Caribbean Region. He holds a B.S. Sanitary and Environmental Engineering from the “Universidad de la Salle”, Bogotá (Colombia), two Master of Science degrees in “Environmental and Civil Engineering” and “Engineering Management” both from the George Washington University, Washington D.C.; and a Certificate from the Kennedy School of Government at Harvard University in Public Private Partnerships.

Juan Antonio Rozas
Country Manager, Statkraft Peru

Juan Antonio Rozas Mory, economist graduated from the Pontifical Catholic University of Peru.  He holds an MBA from ESAN University, and a postgraduate degree in Project Evaluation from the Pontifical Catholic University of Chile.  He has more than 15 years of experience in the Peruvian electrical sector, in the Development and Commercial areas.  In 2008 he was appointed Commercial Manager of Statkraft Peru, and since August 1st, 2014 he serves as the Country Manager. At present, he serves as Vice President of the Electrical Committee of the National Mining, Oil and Energy Society.

Mauricio Mendez
Director of Maintenance, AES Chivor

Mauricio Méndez, was born in Bogotá, Colombia. He graduated as a Mechanical Engineer at the Universidad de America and also obtained a postgraduate degree in Project Management Engineering in accord with PMI guidelines from the EAN University. In March of 2000 he joined AES Chivor where he has held different positions; starting as a Maintenance Programmer, Control Planner, Maintenance Director. Currently, he is the Performance Improvement Coordinator. He has developed his career and achievements around Asset Management integration for the Chivor Hydroelectric Power Plant (1000MW). He has a lot of experience and led several best practices integration processes, as well as other corporation standards of operational excellence.

Carlos Alberto León Puerto
Specialist Design and Engineering of Projects, CELSIA

Carlos León is a Civil Engineer from Universidad Nacional de Colombia, he has an specialization in Finances and Valuation of Projects from Universidad de Antioquia. He started his career like engineer of design in a Consultancy Company in Engineer. He has been working in Celsia S.A., the fourth Colombian company in installed electrical power, since 2005 in the area of New Business Development, in hydro power sector, in the search of new investment opportunities, local and international. These opportunities have comprised small, medium and large hydro electrical plants.

Additionally, he has been working in the coordination of civil designs for hydro projects developed in house (Celsia S.A.). These projects have comprised small and large hydro electrical plants.

Carlos Ramirez
President, HMV Ingenieros

Studied electrical engineering at Utah State University and has a master’s degree in electric power systems from Ohio State University in the United States. He also studied MBA at EAFIT University of Medellin. Since 1980 he has worked at HMV Ingenieros Ltda., the leading engineering company in Colombia and the region, where he currently holds the position of President.

In 2005 he took the initiative to venture into the identification and development of hydroelectric and since then HMV has successfully license, build and operate several small hydroelectric plants , which belong 58.8 % to CENTURY , Group company , where he a member of the Board.

Lina María Arango
Power Generation Director, HMV Ingenieros

Lina holds a degree in electrical engineering from the Universidad Pontificia Bolivariana. She has worked in HMV Ingenieros Ltda. for over 20 years in the design of electrical high voltage substations, project management turnkey lines and high voltage substations, and for 8 years is responsible for the direction of development of the hydroelectric projects. She is also responsible for the operation and maintenance of power plants in operation.

Miguel is a Hydrologist Engineer. Doctor of Philosophy in Technical Sciences. (PhD) in “Mathematical Modeling of hydrological processes “. Master of Science in Engineering (MSc). Hydrologist Engineer, class -I “hydro meteorological Ecology “. Bachelor of Science in Engineering (BSc). In “Surface Hydrology, Water Resources and Hydrochemistry. Miguel have the experience of working all around Latin America in Hydropower Projects. He’s experience includes working with ENDE, Ministry of Development Planning (Bolivia), World Bank, German International Cooperation among others.

Sandra is Director of Energy Studies of GME, with outstanding experience in international consulting and business management. She is an expert in energy and infrastructure investments in Latin America. She has been recognized as a business leader with great technical reputation and strategy, highlighted among the 50 most important executives in Latin America by Latin Business Chronicle.

She was president and member of boards in companies in several countries, including 2014 -2015 President of the CIER Regional Energy Integration Commission, Board member of the Global Compact Read, President of the Global Compact local network Colombia and part of the Regional Center board, Vice Board in Adesco and member of the board of ACIEM.

 In the period 2008 -2013 Sandra was CEO and founder of SANIG Services: Energy Consultants and regulation, development of economic studies. Between February 2013 – September 2014 she served as Chairman of BSE, parent company Energia de Bogota.

 She is an electrical engineer, graduated from the Colombian School of Engineering (1991), Master in Energy Studies University of Sheffield in the UK (2000) and accredits MBA degree in Industrial Management from Sheffield Hallam University in the UK

Gerardo Uzcategui

Specialist Senior Assessor in civil works of large hydroelectric projects, with over 28 years of extensive experience in planning, design, supervision, construction, consolidation, and Safety Dams Guidelines of hydroelectric plants in Venezuela.

Individual deep knowledge civil / hydraulic / geotechnical engineering and of the multidisciplinary interaction between mechanical equipment with civilian structures that provide a solid foundation for hydro designs. Extensive knowledge in the design and construction of gravity dams and Concrete Face Rockfill Dams (CFRD).

Experience in training of technicians and engineers to undertake medium and large civil projects. Raid on the fields of research, Master of waterworks and preparation of chairs of fluid mechanics ensure high quality work and reliability.

Angela Montoya Holgin

Business Administrator who has held important positions in both public and private sector. She served for a period of 16 years as General / CEO Publications Manager Week which she left to pursue his first public office as Director of Proexport ‘s commercial office in the United States. Subsequently, she served as Minister of Communications of Colombia for 2 years.

With the change of government she remained linked to the public sector where she structured and launched the first campaign Colombia Country Image with the Ministry of Foreign Trade and Proexport leading for 3 years the brand Colombia is Passion.

Currently she entered the electricity sector and now serves as Executive Chairman of ACOLGEN, Colombian Association of Electric Power Generators , responsible for 94 % of electricity generation in Colombia.

Renzo Javier Salazar Vallejo
Legal Counsel, Grupo Cobra

Legal Counsel at Grupo Cobra (Peru) and lawyer by the Faculty of Law at the Pontifical Catholic University of Peru (PUCP). Mr. Salazar has been elected as Future Energy Leader (FEL-100) by World Energy Council (WEC), being one of the  exceptional one hundred (100) young energy professionals across the globe, furthermore has been appointed as one of the best four (4) Latin American corporate lawyers by the Latin American Corporate Counsel Association (LACCA). He has experience in legal and regulatory matters on energy, infrastructure and arbitration and is speaker at national and international conferences, as well as author of articles within its specialty. Moreover, Renzo is a member of the advisory committee of the Electricity Journal published in Peru by Double T Communications and he is member of the Young Professionals in Energy (YPE), a non-profit organization for rising stars in the energy industry worldwide.

Apolinar Marcano Leccia

Apolinar Marcano Leccia is the President and CEO of Almarca Group International, an engineering consulting firm in Panama, providing services to US and Latin American companies. Mr. Marcano is Senior Engineering Consultant in Oserco,C.A, Oserco USA, Oikos Global, Digimedical Suply, and Drogueria Medica del Sur. Previously, he worked as Head of Generation at CORPOELEC REGION SUR, where he was responsible for the operation, maintenance, and energy supply of 70% of the total energy consumption in Venezuela.

As a former Director of Construction of Power Generation Projects and Director of Tocoma Project, at CVG EDELCA, in Venezuela, he leaded multidisciplinary professionals for hydroelectric capacity studies, energy planning, engineering, administration, financial aspects, manufacturing, large-equipment transportation, nationalization, storage, machine installation and power plant construction; in sort, all works needed for hydroelectric power plants in Venezuela.  He also was Project Director for Guri Dam Rehabilitation, heading multidisciplinary professionals for the rehabilitation and refurbishing of turbines, generators, transformers and all mechanical, electrical and control equipment and systems for Guri Dam, including civil works. In addition, during his more than 26 years at CVG EDELCA, he leaded technical and managerial aspect for the manufacturing, transportation, customs, installation and commissioning for the electrical and mechanical equipment, as well as control systems for the hydroelectric projects in the Lower Caroni River. This job included development and maintaining relationship whit international contractors and multilateral financial organisms, such as Inter-American Development Bank, Andean Development Corporation (CAF, acronym in Spanish), and others. During his career as an engineer, coordinator, manager and director, Mr. Marcano has participated in the installation of more than 7,000MW in 5 powerhouses.

Mr. Marcano is also a regular keynote speaker in several international events, sharing his experience on development of hydroelectric projects, electromechanical works and project management.

Born in Ciudad Piar, Venezuela. He undertook undergraduate and graduate studies in Venezuela and the United States. B.Sc. in Mechanical Engineer from the Instituto Universitario Politecnico Luis Caballero Mejias (UNEXPO), Caracas, Venezuela. Specialist in Corrosion form Universidad Experimental Politecnica (UNEXPO), Ciudad Guayana, Venezuela; and MBA from University of Texas at Dallas (UTD). Also, he holds a certification as Project Management Professional (PMP) from PMI.

Daniel Rebolledo Delgado

Daniel Rebolledo is the director of the Electrical Engineering Division at INGETEC. He is an electrical engineer form the Universidad de los Andes in Bogotá and received his MSc in electrical engineering/power systems from UMIST in the UK and the MBA from INALDE in Colombia. He has been involved for the past 35 years in the conception, evaluation, design and construction supervision of large, medium and small scale hydroelectric projects in Latin America.  He is a member of the IEEE Power Engineering Society and was an adjunct professor at the Escuela Colombiana de Ingeniería where he taught courses on power system analysis.
